Require that Congressional raises in salary have to be voted on by the people in the November elections

It should be approved by the people of the United States of America if members of Congress are eligible for a raise in salary. This should be a yearly referendum that each US Citizen has to the right to vote on. Congress should not have the ability to raise its own salary when the American people feel they are not producing adequate legislation.
