The practice of congressmen neglecting their jobs while they run for President is unethical and should be illegal. You cannot miss congressional votes and discussions and still do the job that a representative is elected for. With several lawmakers at a time shirking their responsibilties to vie for the Presidency, the harm to the country could be immeasurable. The Presidency is a big job indeed, and one worth taking risks for; that risk should include leaving Congress if you cannot follow the basic tenets of the job, and no Presidential candidate can.
A further positive effect of this would be discouraging Congressmen who know they don't really have a chance to win the Presidency from wasting their party's time and money with a useless campaign. Only the most serious would remain.
