The federal and state governments are suffering major deficits and yet the cost of housing convicted criminals continues to rise. Their debt to society should include the cost of their incarceration. Crimes that do not require incarceration should not require them but dangerous and antisocial individuals should be required to provide compensation for the cost of their imprisonment,
