When the Digital Millennium Copyright Act was passed in 1999, there were very few sites on the Internet with user-generated content, such as YouTube. It was admirable to try being proactive on how to combat online piracy, but the "digital millennium" had not yet gone into full swing. Creative Commons allows for much greater consumer protection than standard copyright, which is growing obsolete and is easier to abuse than a Creative Commons license. This is why corporations that make mass media must be required to use these licenses.
