Corporations should have to fill out a financial aid form before getting government welfare with the same financial burdens to prove that is required of any citizen. If they don't qualify for aid, they don't get aid. The qualifications should be the same percentage wise as, say, a student loan. If percentages were used to determine if a corporation is 'poverty' level, it would have to be equivalent to what the American citizen's poverty level is.
