There are tons of children being totured, beaten, starved, and murdered around the country every month. Most of these cases are low-income families. CPS has been focusing more on parents that allow their children to play outside unsupervised, than those abusing their children.
Requiring a yearly random inspection for every family receiving Welfare benefits, would instill fear in those abusing their children. They would not receive enough notice to heal marks and feed their children. It would allow for better detection of child abuse and proper use of government funding.
If caught they should lose their children and their funding, without opportunity to gain it back.
Although welfare recipients aren't the only abusers, it would be a start to helping these children.
