Require credit card companies to offer customers a feature that can be opted-in, whereby during the pre-approval process for a credit card transaction, the credit card company will text, email, or by phone (interactive voice response system) the account owner to confirm the transaction. If the response is affirmative, the transaction goes through, otherwise it is likely to be a stolen identity crime.

This could help thwart a growing epidemic in the USA of identity theft and credit card fraud.
