Mandate that anyone under the age of 18 has a Credit Freeze instituted with the National Credit Reporting Bureaus on their newly issued SSN by the Social Security Administraion, in order to drastically reduce Identity Theft.
This could also included the same for any "Deceased" individuals of any age.
