Require a driving test for people over 80 years old or upon request of a handicapped license plate.

Anyone that requests a handicapped tag for their car should be required to take a driving test. If they have a physical disability that requires a handicapped license plate, it might hinder their driving ability. Also, anyone over the age of 80 should be required to take a driving test (similar to the one when getting a license for the first time). Many individuals around this age have severely decreased reaction time and this should be addressed. If this were law, it would serve to make the roads a safer place.
