Require drug test when applying for social welfare in California.

Employers drug test the employees and the applicants, who work their days and nights for money and then pay taxes, but not those who do don't work, and do illegal drugs, and still apply and get approved for social welfare, such as food stamp. This is unfair for those who pay taxes. Drug addicts don't deserve these welfare unless they've quitted. The goal is to make the society a better place and make the economy better by allocating the budget wisely.
