Require drug testing in every state for welfare and government assistance approval

With the welfare and unemployment benefits being abused on a daily basis, we need to enforce rules to ensure only the people who need these services are being permitted to utilize them. Drug testing recipients of governement and state assistance will expose many of those using the system as permanant income, therefore allowing them to be lawfully denied future benefits. Think of the amount of money that can be saved by preventing drug users with no intention of improving their situation by denying them benefits unless they adhere to the no drug policy and submit to monthly testing in order to remain on assitance.
