Require drug testing in order to receive Welfare benefits.

It should be required that all individuals, that ask to receive Welfare benefits, must first successfully submit and pass a drug test to be eligible for benefits. Then, to continue to receive benefits, said individual should be subject to continued drug screening during the duration of their participation in the program. Failure to submit or pass drug screening should disqualify an individual from receiving benefits until they submit and pass the drug test. The cost of said drug testing should be paid for by the individual or deducted directly from their welfare benefits.
