Require all recipients of State & Government aid (food stamps, welfare, Obama phones, housing assistance, unemployment etc..) to pass a 9 panel drug test in order to receive aid. Most tax payers must pass a drug test in order to make money and pay taxes so it is only fair that aid recipients should do the same.
