We the people work hard for the money we earn on a day to day basis. It is unfair to see unemployed persons living off of the system and using illegal drugs, By limiting this crime would be cut down and cost would be decreased, thus providing more money into the economy. There should be a drug test to begin receiving and randomly through receiving.
