Require those applying for Welfare to submit to a drug test, if they fail they should have to wait 6 months before they can re-apply. For those who are already on Welfare, they should be given 2 random drug tests per year. If you fail you should be removed from Welfare program, all benefits revoked and have to wait 6 months before you may re-apply.
