Unemployment benefits should not go to people that are getting high. Have them take mandatory drug tests, the cost of these tests will be deducted from their benefits. Unemployment claims will most likely go down if they are screened out for illegal activity. If I have to pass a drug test to keep a job they should have to pass one to get assistance.
