About 10% of federal and states budgets ($200-300 billion/year) include monies in line items to pay for the global identity-enabled theft and waste. The basic U.S. e-commerce technology is available by which to remove the theft-enabling identity factor from the financial transaction part of these processes. But only the U.S. President has the authority to force these system design owners, including such task forces, for subject matter RDT&E experts assess the U.S. claim.
