Require each house of Congress to vote on a bill if requested by an absolute majority of the members of that house.

Call on Congress to pass a constitutional amendment that requires that each house of Congress must vote on a proposed bill if requested to by an absolute majority of its members. This applies of course to the present practice of cloture in the Senate, but it also applies to both houses in situation where a majority of the members favor voting on a bill even though more than half of the majority party in that house doesn't want it. We vote for representatives, not for parties.
