Require Each Member of Congress to propose $1 billion in spending cuts from thier home district or state by March 31st

In an effort to reduce spending the President should require each member of Congress to suggest $1 billion in spending cuts that would come directly from federal programs that benefit thier state or district. If Congress is serious they should be willing to put thier jobs on the line. Only two rules, all proposed cuts must be unique. So no credit is given for two people saying we should raise the retirement age to 70. Which brings me to rule two. All the cuts must be cuts! Slowing the rate of growth in spending for a program does not count as cutting spending. Spending $5 you don't have instead of $10 you don't have still leaves you $5 in debt. So cuts in a programs rate of growth do not count!
