Require EPA to declare CO2 is not a pollutant and that anthropogenic CO2 insignificantly affects Global temperature.

Whereas:
1. The IPCC, the MET office and HD CRU have declared that while CO2 will increase in the next few years, global temperature will not increase
2. While CO2 has increased in the last 16 years by 8.3%, global temperature has decreased at the rate of 0.12C per century
3. While CO2 increased from 255 ppm to 395 ppm in the last 7,200 years, global temperature has decreased by 1.5C
4. While CO2 decreased from 14,000 B.P. to 7,200 B.P., global temperature increased by 2.5C
5. While during the four prior interglacials CO2 did not exceed 295 ppm, global temperature was 2 C greater than now
6. The correlation between long term CO2 change and global temp change is less than that between a score of natural causes such as the solar system center of gravity and global temp IAW over 90 proxies
