Every american citizen should be required to take 1 firearm training class each semester as part of mandatory High School curriculum starting at age 16 and ending at graduation, at which time each student is presented with a Federally issued Firearm Carry Permit, valid in all 50 states, and a certificate/coupon redeemable at any legal firearm sales and service retailer for their first hand gun.
