Require every city in the US to have an emergency gun locker for the apocalypse.

Everyone's freaking out about the apocalypse; when it's gonna happen and why. So, why not give every city a gun locker so those who survive can live longer. Each locker would be outfitted with sufficient weaponry, standard throughout the country. They would be unlocked from a dead-man switch within the white house. If the signal ever stops, that means that the white house would be destroyed. There are two disastrous situations that that would happen: An invasion of America or terrorist attack, or the apocalypse. Both of those situations would require the civilians to defend themselves. This would allow the survivors of the apocalypse to survive and reproduce, and the people nearby the terrorist attack to support the authorities in their struggle.
