Executive Actions and Presidential Proclamations have been used at times to skirt the natural oversight provided by the constitutionally mandated separation of powers.
It stands to reason that a tool which allows one branch of our government to bypass another should be subject to the same laws as the rest of the United States of America, so as to not violate the constitutionally mandaed separation of powers.
The POTUS affirms upon inauguration to protect, preserve, and defend the constitution. Powers that can enact non-legislative legislation that is incongruous with the Constitution of the United States must be subject to another branch of our government.
The solution is to require judicial constitutional review whenever these powers are used.
