Require every Financial Institution to write only mortgages that can be assumed if the home owner can no longer pay it!

The past 5 years have seen the worst there is in our financial and financing regulations. A bank can sell a Mortgage at its end to make profit, yet a Mortgage can not be transferred by the home owner when the loan becomes more than they can financially handle. A Home Owner should have the right to find and transfer a mortgage and property to a qualified new buyer to remove themselves from this obligation without financial harm. Had this been allowed in the past few years we may have saved many millions of Americans from losing their home because of Foreclosure and Short Sale and would have kept them intact in the eyes of the financial world at least in their financial rating. It protects the Country's economy and it strengthens the housing industry. This would also create new jobs.
