Require EVERY member of Congress to hold in person a quarterly Town Hall Meeting in their district. The number of Town Hall meetings held each quarter is determined by travel time by constituents. Constituents must not travel more than one hour if the member Congress district covers an entire State or thirty minute if district cover multiple counties or boroughs
