Require an F.A.A. mandate that all passenger aircraft flying in US airspace carry a water activated distress beacon.

In the wake of the Malaysia Airlines flight 370 disaster & the great difficulty with search & rescue crews locating the downed aircraft in water, I am requesting that the President put forth an Executive Order mandating that all commercial passenger aircraft flying into, out of, and within US airspace be required to have installed an automatic water pressure activated GPS distress beacon in the event an aircraft crashes into a body of water. Such a beacon would deploy automatically without human action at an aircraft fuselage depth of 20 fathoms and would remain tethered to the fuselage to assist search & rescue crews in locating the downed aircraft. The distress radio beacon would be required to have sufficient power to operate for seven (7) continuous days.
