"From 2007 to 2009, black employment took the largest hit in manufacturing, financial activities, wholesale & retail trade, transportation and warehousing, and construction.Together these industries employed nearly 1 million fewer blacks in 2009 than in 2007. In Texas alone, a quick review of state awarded competitive & non-competitive contracts will show that a majority of HUB contracts go to white women and Hispanics, only. Why is this?
