The U.S. government's primary job is to secure the health, liberty, and safety of its citizens. That includes the electronic safety of U.S. citizens.
To ensure that U.S. citizens have access to the best, most secure cryptography possible, we ask that the Executive Branch issue an order that no Federal employee may use a smartphone, tablet, laptop, or similar device that utilizes encryption unless that exact encryption algorithm is available to the general public, either as a commercial or open-source product—including any key-escrow or other "backdoor" protocols. No exceptions.
If the administration feels that U.S. citizens should feel safe using encryption that allows a third party to access the contents, then the administration should feel safe using it for top-secret data as well.
