To require the federal government to operate within a budget limited to the money they receive and balance by theyearend

Pass legislation where by the federal government will run within the constraints of the money that comes in by taxes and fines alone. Borrowing would be restricted to the waging of a war or natural disaster affecting the United States. 10% of the budget expenditures will be required to go towards paying down the national debt. All social security money would be required to go into a fund that can only be used for social security. All programs must have funding slotted to pay for it wholly or otherwise must be cut to fit within the budget. All unfunded mandates will cease. Foreign aid will have a set amount that will not be increased. All politicians and there staff's wages shall be frozen till at minimum 75 percent of the national debt has been paid back.
