Currently the US military spends between 1 and 3 weeks teaching new soldiers about handling assault weapons safely, how to shoot, the fundamentals of shooting and evaluating their ability to competently handle the weapons
I propose a measure to require any citizen wishing to obtain an assault weapon for any lawful purpose, (despite there being no truly legitimate reason to own them) in place of a nearly impossible to achieve assault weapons ban, a firearm safety course which includes fundamentals, safety, and competency evaluations, upon completion of the course, a written and practical exam to be taken (similar to obtaining a drivers license)
A nationally recognized license would then be issued to those who successfully completed the course
