require the Federal Trade Commission to establish a national "Do Not Mail" registry for unsolicited bulk rate junk mail.

The National Do Not Mail Registry would give citizens an opportunity to limit unsolicited junk mail they receive. Once a verified physical mailing address is registered, bulk mail marketers covered by the Do Not Mail Registry would have up to 31 days from date of registration to stop mailing that address. It would operate similar to FTC's current "Do Not Call" registry ( http://goo.gl/9YEeEi )
This registry would:
1) protect consumers from unwanted increases in
a) garbage costs
b) labor time sorting mail
2) improve USPS fiscal responsibility by
a) raising the average price of each mail piece delivered
b) reducing USPS workplace injuries resulting from heavy bulk mail
c) reducing fuel consumed by USPS vehicles
3) reduce USPS pollution emissions
4) reduce municipal garbage processing costs
