Require a Federal Warrant for the collection of a specific person's "metadata", i.e. phone records from wireless carrier

Just as local police must obtain a warrant to search a house, looking at personal data is no different. The police are not allowed to search every single home in the country just because they suspect someone is doing wrong, so a government agency should not legally be able to obtain ANY personal "metadata" from any source without first obtaining a Federal Warrant. And no, you should not be able to request a warrant for collecting everyone's data, only specific persons. Not only should blanket data collection be considered illegal, but it is a huge overrreach and waste of resources. This should be considered a violation of our Fourth Amendment rights. Otherwise, let me see all of your phone records, Mr. President.
