Require a Firearm Buyers License to purchase a firearm. It is only issued after you pass all pre-screenings

Everyone who wants to purchase a firearm should be required to have a Firearm Buyers License.
To get the license you would have to
1: Pass a written/oral psychological test
2: Pass a firearm safety course
3: Pass a full background check including federal and all 50 states
4: Sign an affidavit stating you accept full responsibility for any firearm purchased with that license.
The license would need to be renewed on a regular basis and all 4 requirements listed above must be completed for renewal.
When you go to buy a firearm there would be a process in place for the seller to call on/scan the license and verify that the buyer had a valid Firearm Buyers License. This would be required for any sale or trade of a firearm including firearm shows, private sellers or retailers.
