To require that firearm manufacturers develop an electronic "smart" trigger that disables the trigger mechanism of new firearms sold after 2010 on receiving a low range signal. The firearms manufacturers will provide low range broadcasters to schools and other public buildings at no charge.
You can still own a firearm.
You can still shoot a firearm.
It just wouldn't work in these public places.
