The costs and methods of Television and Telephone access create chaos and problems for communities. Many people cannot afford access to either or both, digitized alerts are not available when there is a service outage, there is no guarantee of a regional alert if the service provider has a outage. The ability to get service from other providers during an emergency is not a consideration of the government or the providers. Without nationalizing service again, the providers and government need to figure out how to provide adequate service during emergencies.
