When you are hired at a job, you may be required to have a drug test, a physical, or even a full mental exam. Why then, should we have incompetent, insane, or drugged up officials? They are our employees. We chose to put them there, and they control important aspects of our lives. They should be ethically, morally, and mentally healthy, and should have to pass routine exams that shouldn't be a problem for any decent human being.
