Require government-funded tubal ligation for women receiving elective (non-lifesaving, non-rape, non-incest) abortions.

America cannot support the repeated killing and mutilation of unborn children as a substitute for preventative birth control. While tubal ligation is reversible, this ensures that a repeated situation of unwanted pregnancy will not occur a second time without forethought and planning. This petition recognizes the simple fact that surgical procedures (abortions) are not an intelligent, repeated substitute for preventative forms of birth control (condoms, etc). Women and doctors are fully capable of preventing crisis before it reoccurs. Women are given the choice of having their "tubes tied" during every cesarean birth. Exempting medical emergencies and crimes, this petition would reduce the volume of unplanned/unwanted children and abortions; saving taxpayers, reducing welfare dependents.
