Require a group or 13 Psychological Professors to be nominated to evaluate the POTUS capacity for decision making.

The POTUS will not be effected directly, but the results will be fully available to the people (and should be reviewed in media sources). The 13 professors will be chosen by parts of congress as well as the RNC & DNC. The RNC & DNC will each be allowed to (Nominate and Elect) 4 professors. The senate will elect 1, House of representatives will elect 2. The remaining 2 slots are for the previous Speaker Of The House, and the previous Chief Justice of the Supreme Court to elect 1 each. If the previous Justice or Speaker dies (or is dead), the other positions current leader will take the deceased ones vote. If both aren't alive, Senate and The House gain one election each. If the report from any professor contains bias or false info, his conclusion will be voted in favor of the opposing vote.
