We use insurance as a way to create a market that prices in the risk in transactions. Drivers carry car insurance to protect themselves and others from accidents or theft. Homeowners carry insurance to protect against fire, theft, or accidents.
In addition to requiring the registration of every gun in America, the government should require an insurance policy for every gun and for every shooter, modeled after the car insurance market.
This insurance would protect gun owners while giving victims of gun crimes a means for compensation. This will price in the costs of deaths from guns, making gun ownership reflect its true cost to society.
