We the people ask the federal government to Call on Congress to act on an issue:

Require gun owners to be a member of a well regulated militia.

Requiring gun owners to be part of an independent militia would provide a framework for screening, tracking, and training responsible gun owners outside of direct government regulation.
Once established, militias could be required to keep records of their members, their weapons, training, and certifications. Such records must be available to the government upon valid judicial subpoena.
Militias could also be required to certify members for the class of firearm the member wishes to posses. The most dangerous class of weapons may require extensive training, military background, and psychological evaluations, for example.
Militias and their leadership could be held civilly or criminally liable if a member they certified mis used their firearm (such as slaughtering unarmed civilians).
