Guns are regulated less than cars in this country, yet cars are used mainly transportation while guns are used for shooting things, including people. We require registration, a driving license and insurance before a driver is legally allowed behind the wheel. For guns, some states don't even require licensing, let along registration or insurance.
I propose that we require gun owners to buy liability insurance for each gun they own. As much as it would be a boom for insurance providers, it would also allow for each gun to be tracked and for each gun owner to more easily be held accountable for deaths caused by the weapon. Also, it gives the government the ability to add on a small tax that would go towards refunding mental health programs countrywide.
