Require that gun owners carry liability insurance.

To promote responsible gun ownership, it is proposed that gun owners obtain liability insurance for weapons. Similar to insurance requirements for car owners, the amount of insurance required would depend upon the age of the gun owner, number of weapons owned, and how lethal each weapon is. For example, assault-style weapons would require a higher level of liability insurance.
