All gun owners must abide by the FULL TEXT of the 2nd Amendment to the U.S. Constitution by being a member of a "well regulated" militia. The federal government is the only legal authority to regulate militias. All gun owners would be required to pass a criminal background check, be fingerprinted, pass a medical exam, pass a psychological exam, attend regular training for the militia, pass skills test for the guns owned, wear an approved uniform whenever carrying a firearm, and be available for up to two weeks of volunteer service to the security of the United States each year. All access to ammunition would be controlled by the federal government. Members of the militia will be provided ammunition consistent with training exercises or security assignments.
