In order to purchase a weapon, or renew a conceal/carry license, an individual should be required to provide proof of liability insurance (similar to purchasing a car or home). The insurance premiums should be commensurate with the potential deadly results that each weapon could inflict upon society. Insurance companies would, therefore, be responsible for strictly enforced background checks of the potential gun owner. Revenue from these premiums could be used to invest in mental health care coverage. This requirement would not infringe on an individual's right to bear arms.
