In keeping with the spirit of the 2nd Amendment of the Constitution of The United States of America and its provision for regulation:

Require all owners and sellers of firearms to purchase liability insurance that is universally underwritten by actuaries according to relative risk using market-based risk pricing.

Require that proof of insurance be shown when purchasing ammunition, applying for hunting licenses, and use of shooting ranges and/or gun club facilities.

Require criminal background check, health screen, and periodic use/safety training/testing to maintain insurance coverage and firearms licenses.

Require that the discharge of a firearm outside of the provisions of a hunting license or authorized shooting range be reported to the relevant local/state/federal authorities.
