H1B visas artificially depress wages of skilled workers by lowering demand. Currently this system is used by many companies to hire workers at a cheaper rate than they could otherwise obtain. By requiring that workers be paid twice the prevailing wage companies would still able to bring in critical skills in short supply but would have no incentive to do so unless there was truly no US Citizen able to perform the work. This change returns the program to it's original intent.
