At present, emergency rooms and other medical facilities permit all service staff working in the facility to bill patents separately for their services and supplies. This occurs in addition to charges billed by the facility. For this reason, patients often receive multiple invoices from an unlimited number of providers for charges related to individual visits. Multiple billings are more prone to error, confuse patients and the families and continue to drive medical insurance premiums higher annually.

Facilities must disclose in advance, in published form, all parties billing through their facility, and must consolidate all invoices submitted by those parties for individual visits or incidents.
