Require healthcare & insurance providers to publicly publish charge codes used for payment of care

Currently there doesn't appear to be a publicly available database of agreed upon healthcare provider & insurer codes for billing & diagnostics. Therefore we propose:

1. Require that healthcare & insurance providers agree upon a set of codes to utilize for reimbursement of fees for services.

2. Publicly publish the database of service codes so that consumers can freely search for specific codes and determine whether the code falls into a preventative or non-preventative category - or any other category that may affect coverage by an insurer.

3. Require healthcare providers to publish (waiting room, website, etc.) what they charge for each specific code when a patient is paying by cash.

4. Require healthcare insurers to list what codes they determine to be preventative.
