Asking President Obama to initiate legislation that requires the Senators and Representatives accountable to the public by requiring 90% of the legislation presented before either body to be voted upon before the end of the session for the year. The 10 percent is the buffer for legislation not presented in a timely manor for voting with out reasonable time for study or debate. penalty for failure to vote on 90% of the legislation would result in a reduction in pay accordingly.
