Create a Law that Requires ALL Mother's who lose custody of their children for reasons such as abuse, neglect, or other similar negative reasons to the state to have Mandatory Birth Control in the form of an Implant (Implanon).
This way they cannot have anymore children who more than likely will also be taken into custody.
These mother's need to learn and grow. Get their children back. They are the mother's(and father's) responsibility. There is No Have another child have a second chance!
Force them to get clean, get sober, take parenting classes. Make them earn their child back! Not just simply have another!
